The Afro-Persian (a Bandari of Homorzgan in South Iran) is making fun of people from Northern Iran who form the majority of the capital city of Tehran, centre of Iran.  Those paler skin Northerns are often ignorant of the existence of Bandari Afro Iranians . He is describing the reaction of those people in a cynical manner which pokes fun at their level of ignorance.  He is flaying their ignorance and weak presumptions, but in a very funny way.
